Commission proposes changes to fundamental principles of constitution

The Constitution Reform Commission has recommended removing three of the four fundamental principles of state policy—nationalism, socialism, and secularism—while retaining democracy. 

The commission also proposed introducing five new principles: equality, human dignity, social justice, pluralism, and democracy, reflecting the ideals of the 1971 Liberation War and the aspirations of the 2024 mass uprising.

The recommendations were made during submitting a report to the Chief Adviser Professor Dr. Muhammad Yunus on Wednesday (January 15) at his Tejgaon office. 

The commission, led by Professor Ali Riaz, suggested amendments to Articles 8, 9, 10, and 12 of the Constitution.

The commission proposed changes to the presidency, including limiting the term to four years and allowing a maximum of two terms. It suggested the president be elected by an Electoral College comprising lawmakers from both houses of parliament, representatives from district coordination councils, and city corporation coordination councils.

The report also called for the introduction of a bicameral legislature, a referendum for constitutional amendments, and provisions for impeaching the president for treason, misconduct, or constitutional violations.

The interim government plans to discuss these recommendations with political parties to reach a consensus before implementing any reforms.
